service will be much improved if it is placed under the

technical control of the Harbour Master. I propose, therefore,

that in future launch crews should form a special sub-depart-

-ment under the supervision of the Harbour Master, in the same

manner as Interpreters form a special sub-department under the

control of the Registrar-General and the Interpretation Board.

I propose also to place the Harbour Master in charge of all

Government Launches.
